One of the strategic goals of the University of Osijek is the creation of a recognizable identity in the regional, national and European context, as well as the cooperation and partnership with the local and national government and public institutions.

The University of Osijek and its constituent units have recognized the importance and the opportunities of the pre-accession programmes of the European Union, which resulted in joint applications and the successful implementation of projects in cooperation with the local government.

The constituent units of the University of Osijek successfully cooperate with the local (regional) governments, that is, with five Slavonian counties: Osijek-Baranja, Brod-Posavina, Vukovar-Srijem, Virovitica-Podravina and Požega-Slavonia, that have recognized the importance of cooperation and the implementation of knowledge in solving problems in the field of technical, biotechnical and natural sciences, which resulted in joint research projects. In the field of social and economic development, the constituent units are co-creators of plans and strategies of the development of cities and local (regional) self-governing units.
The constituent units of the University of Osijek cooperate with government bodies and public institutions as follows: the Croatian Education and Teacher Training Agency in organizing license exams and conferences, the National Centre for the External Evaluation of Education in conducting the state graduation exams, the National Catechetical Office of the Croatian Bishops’ Conference, and the Croatian Food Agency in forming scientific opinions and implementing national projects, etc.

In the field of culture, the constituent units of the University of Osijek (the Faculty of Humanities and Social Sciences, the Catholic Faculty of Theology, and the Academy of Arts) have long-term cooperation with local governments (Cities of Osijek, Đakovo, Požega), particularly in organizing various cultural events, symposiums, and concerts, involving prominent Croatian and foreign scientists and artists.

In the field of art, successful cooperation has been achieved with art academies and theatres on the national level, as well as with numerous institutions and associations.
